Dear Peppertree Homeowners:                  

You may have seen a few improvements in the neighborhood.  Electrical boxes and trash can lids have new coats of paint, and the quite noticeable Peppertree entrance signs have been skillfully restored.

More work needs to be done on the Matthews Street entrance land and on Peppertree's share of the stormwater detention grounds near 1505 Springleaf Circle.

Most of you are probably certain that Peppertree has no HOA.  Actually it does and its recorded covenants encumber your homes (see www.tinyurl.com/peppercov15).  Your HOA has been dormant since it was started under the developer's control.  That developer, and the other two HOAs on Springleaf were brought into the Smyrna Environmental Court last year to arrange for repair and ongoing maintenance of stormwater detention property used by all.  The agreement worked out in court caused Springleaf HOA Cooperative to be formed to take ownership of the stormwater property and make repairs with funds from the 3 HOAs.  That agreement transferred administration of Peppertree to Springleaf HOA Cooperative, and it created a new entity to administer the Peppertree covenants; it is named Peppertree Home Owners Association, Inc.

Our approach is to perform a few improvements for the HOA, bill a small contribution from homeowners for 2016, then call a member meeting and transition to ongoing member involvement and performance.  So we've done some helpful improvements, now we want to see who will be the Peppertree owners that timely respond with goodwill and cooperation.  Right now, Peppertree is administered by Springleaf HOA Cooperative with the assistance of the law firm Groves Counsel, P.A.  I serve as an officer of both. In order to get started on paying for these things, Peppertree Home Owners Association Inc. is declaring annual dues in accordance with the powers granted in recorded covenants for Peppertree.  The dues amount for all of 2016? a check for $25.  Dues for later years will be decided at annual member meetings.  This letter is your bill, please make the check payable to Peppertree HOA and send it to the address at the top of this letter; the $25 is due in 30 days.
